Ubuntu on Windows 10 wont start up node

I am trying to set up a node using Ubuntu on Windows 10. I got up to this point “https://minaprotocol.com/docs/connecting”. I am not sure how to create the ~/.mina-env file properly. I used cat > ~/.mina-env CODA_PRIVKEY_PASS=“my password”
EXTRA_FLAGS=" --file-log-level Debug" ctrl-d. Will that create the correct file with the password I need in it?

When I try to start up the node, I get this error on the first line.
Input: systemctl --user daemon-reload
Output: Failed to connect to bus: No such file or directory
