A Step Toward DAOification
MIP5 addresses key inefficiencies of the MIP process, including:

  • Centralized roles: Too much power and responsibility rest with a small group of appointed individuals, limiting participation and creating bottlenecks. The community has no way to access these roles or hold them accountable. If these individuals are unresponsive, MIPs can be indefinitely stalled. MIP5 addresses this by introducing accountability measures and opening these roles to community participation, making governance more decentralized and responsive.
  • Unclear responsibilities: The current process lacks clear role and responsibility definitions, leading to confusion. For example, it’s unclear whether MIP Editors should review only the format of a proposal or also its content. Additionally, there are no well-defined acceptance criteria for approving new MIP submissions, making the process inconsistent.
  • Limited community involvement: It’s difficult for community members outside core groups to engage in governance. MIP5 addresses this by creating new opportunities for participation, encouraging both experts and non-experts to contribute. By increasing the decentralization of decision-making and reducing reliance on centralized entities, MIP5 ensures broader and more meaningful community involvement.

Keeping It Simple & Accessible
Without introducing unnecessary complexity or additional steps, MIP5 makes the process more intuitive by:

  • Clarifying roles: It defines specific roles for Reviewers, Facilitators, and other participants, making it easier to understand who is responsible for what.
  • Structuring processes: Making it easier for both newcomers and experienced contributors to navigate the system.
  • Encouraging participation: MIP5 proposes that MIP Facilitators leverage mass deliberation tools and open debates to invite broader community involvement.

Decentralization
While the Ethereum Improvement Proposal (EIP) process serves as a reference point, the Mina Protocol has its own decentralization objectives. A key distinction is that token-based voting is already integrated into the MIP process, giving the community direct decision-making power. MIP5 moves governance towards greater decentralization by creating new roles that are accessible to community members, ensuring they remain community-driven and ensuring feedback from qualified reviewers. This approach strengthens Mina’s position as a leader in decentralized governance while maintaining effectiveness and alignment in decision-making.

Enhanced Transparency & Accountability
To prevent centralization risks, MIP5 enhances community oversight through:
